ON OKINAWA - MAIN RESULTS AND PROSPECTS

This Year in July the leaders of the biggest industrial developed countries passed the annual meeting at the top-level to exchange opinions on results of corporate activity on a field of providing international peace prosperity of the humanity. Also they analyzed problems, which appeared in front of international community at the beginning of new millenium They determined the role of "Big Eight", which the Group should play in a world development process. The Summit took place on Okinawa — the beautiful island on the South of Japan. Japan is proceeding this year in G8.
The top representatives of the USA, Russia, Japan, Germany, Great Britain, France, Italy and Canada and the chairman of European Community Committee exchanged their opinions on several important global and regional problems. They tried to work out general approach to estimating and solving of these problems during three days. At the same time double-side contacts took place, where urgent questions of relationship were discussed.
Agenda was concentrated and kept its balance. Among the items under consideration were questions of disarmament, preventing conflicts, struggle with international terror¬ism, regional problems and wide range of globalization's strategies. The leaders of "Eight" considered in great details the present position of world economy and trade, possibilities and problems of information revolution, different aspects of development.
The main part of discussion was oriented on problems which connected with not only countries, but individuals: age of the Earth population, safety of food, researching of genetic fingerprinting, education, liquidation of the most dangerous widespread diseases, etc.
As the result "G8 Communiqué" on Okinawa 2000" was accepted. And also were accepted claims on regional questions and special claim on Korean peninsula the Okinawa Charter on Global Information Society". All documents are published and represented further. Ministers of foreign affairs accepted several documents before the Summit. All the» documents together declare position and intentions of leaders of industrial developed countries on important problems of nowadays, the nearest future and middle-terra perspectives. Leaders of "Eight" in fact proposed world community their views of central stages of further development of humanity in the 21st century. At the same time leading countries of the world pointed out that in conditions of globalization the development of humanity was possible only together with obligatory and constant reduction of "the distance" between well-developed and developing countries.
In Russia we are based on that results of co-work of leaders of "Eight" on Okinawa will influence positively of international affairs. And it is very important for keeping the strategy of stability, struggle with terrorism and organized crimes, drugs-dealing and preventive regional conflicts.
The strategic stability as a basic theme of Russia became the central point of discussion on the Summit.
In recent time the question of the strategic stability moved basically in a context of the Russian-American relations. The given problem mentions all states including non-nuclear countries and today this problem is admitted in the hole world. If the strategic stability is broken, the complex international architecture of disarmament, which was created during thirty years, will be disorganized. It is very important that our arguments in favor of this conclusion have considered with all gravity and such understanding became common on Okinawa. In the joint Communiqué apropos of this problem is written down, that the states of "Eight" expect "the prompt coming into force and fulfillment of the START-II (Strategic Arms Reduction) and conclusion as soon as possible START-HI, keeping and strengthening the (Anti-ballistic Missile Treaty) as a corner stone of strategic stability and basis for the further reductions of strategic offensive arms according to its rules".
Of course, the consulting on all problems of strategic tabulate will proceed, including in the Russian — American format. We are based on that it is a question, which in view of its global character requires constant attention and active search of the mutually acceptable decisions.
On Okinawa the collective discussion of V. Putin's offer, concerning a joint rating of scales of rocket distribution and possible rocket threats, development of the concept of the European system non-strategic ABM, creation and functioning of the multilateral center of prevention starts of rockets was actually begun.
The Russian president has confirmed our conviction that non-strategic anti-missile defensive systems are enough for today for the effective answer on possible rocket threats, existing and forecasting in the nearest historical future.
For the solution of this problem Russia is ready to cooperate with all countries of the world. The additional, extremely weighty arguments in favor of Russian offers, first on problems of strategic stability and possible rocket threats, were given why productive visits of V. Putin in China and People's Democratic Republic of Korea, holding on the Okinawa Summit Eve. Our information to the Summit participants about these trips substantially push forward partners of "Eight" to one more precise definitely of positions on problems of strategic stability and non-distribution, and also has predetermined the tone of the application concerning the Korean peninsula, promoted reconsideration of installations of a number of the influential states, their concerning relations with PDRK.
With satisfaction we mark also, that as a result of dialogue at various levels on Okinawa was possible to advance in the coordination of the approach of "Group of Eight" to prevention of the conflicts. The main point in this process is necessity of development of high-grade strategy of prevention of the conflicts, strengthening of the central role of UN in the international peace-making sphere, intensive intellectual study of all element of "culture" preventive, rehabilitation and post-conflict measures.
The important contribution to "development" of a problematic of prevention of the conflicts is coordinated by ministers of foreign affairs and approved by the leaders of "Eight" an item material on the small arms and light weapon, illegal trade in diamonds as a financial resources of the armed conflicts, use of children as a combatant in battle actions, and also on civil police. The assignment is given to ministers of foreign affairs to continue development of effectual measures, which in aggregate could become "cultures of prevention of the conflicts" basis, guiding line of activity of the international community on this direction.
Abundantly clear today that the international conflicts are examples of the most serious threats for stability and safety in the world. The analysis of the conflicts shows, that, even if they occur close from each other territorially, nevertheless, they are very different. There are no absolutely similar conflicts, and accordingly there are no also identical ways of their decision. To each conflict it is necessary to search for the specific approach.
The dialogue of "Eight" about the conflicts is directed on searching of the decision for a question how correctly to define the reasons of the conflict, to accept anticipatory measures allowing to avoid of an aggravation, because since when the conflict began and inflames it is much more difficult to stop it.
Thus Russia considers that the world community has no right to prevent one conflicts by provoking others conflicts. The decision on the prevention or settlement of crisis situations will be considered optimum only in case if its components such as humani¬tarian, legal, political etc. are property built all. So we again have acted against attempts to make any legal base as so-called "the concepts of humanitarian intervention"-under the force actions which have been not authorized by UN Security Council. Without dependence from intensity and scales of the regional or local conflict the search of its effective outcomes should conduct on a collective basis at strict observance of the UN Charter, in view of the appropriate prerogatives of Security Council. The UN Security Council of Safety has necessary authorities and practical opportunities of mobilization» and co-ordination peace-making efforts of the states and other members of the international community.
Nutritious environment for many modern conflicts is extremism of various kind», including religious extremism and international terrorism.
The international terrorism is a special subject. It throws a call to the world ant stability of all states, threatens to safety and well-being of all citizens and concrete people. During discussion on Okinawa V. Putin has drawn attention of the participants of meeting to that fact, that a certain arch of instability extending from Philippines up to Kosovo today was formed. The center of this arch is gradually displaced in the party of Afghanistan, and it feel on itself not only Russia and countries of central Asia, but also other states of the world. The exit here can be only one. It is an expansion of the international struggle with terrorism and increasing of its effectiveness.
We are satisfied with that in the final document of Summit the general understanding is reflected that any motives can not serve the justification for the terrorist acts. The inevitable punishment should wait for the executors, where they were.
From the point of view of the Russian national interests V. Putin's participation in discussion of a complex of the international economic problems was important. In a constructive key the exchange of views about a role of Russia in world economy has passed. From our party the circle of the Russian priorities on this direction are debts, WTO, investment which were precisely outlined. Thus was underlined, that ours main reference point is socially responsible globalization. It means, that "Eight" should actively promote processes of alignment of a level of economic and social development of all states, reduction of growing till now break between the "rich" and "poor" countries, prevention of occurrence between them new, already not ideological, but economic and technological barriers.
It also concerns the use for the boon of everyone, and it is only in the peace and creative purposes, results of information and scientific and technical revolution. Development of market economy in the XXI century, the free movement of the capitals and ideas does not owe to a message to speculative anarchy or, on the contrary, to excessive over-national regulation. All countries and the peoples should have access to results of regional and global integration.
We consider the discussion on summit on such important subjects as democracy, steady development, ecology, information safety and formation of information commu¬nity is very successful. The discussion of questions of public health services, education and cultural variety was productive. To our mind, reasonable and effective state government, democratic development of all variety of the public forms of a human civilization in the 21st century should strengthen, instead of belittle security of the person.
In discussion on such new problem as a gene of the man we recognized that the latest achievements of collective human reason, whether it be work above genetic fingerprinting of the man, international space station or Internet, should serve everything, and not just selected members of the international community.
In generous the dialogue of Russia with the partners of G8 on Okinawa carried business and pragmatical character. We precisely fixed the position on basic from the point of view of the Russian national interests to questions and simultaneously were open for searching a compromise, arranging all positions and outcomes. Our consecutive, initiative line of all questions has found the appropriate reflection in its final documents.
The summit, no less than its preparation have confirmed again, that "Eight" remains by the important tool of maintenance of an active role of Russia on the international arena in complete conformity with its status of the constant member of the UN Security Council of Safety and consequently the participation in this process corresponds to our interests. As V. Putin said on a press-conference on Okinawa, we highly appreciated this forum. It has found the place in system of the international communications. Not substituting itself of international organizations, working on a constant basis, "Eight" is engaged first of global questions, as though prepares major problems for consideration on international legal level, gives pulses for their decision, forms conditions of cooperation. And it is extremely important for Russia also. Russia does not want and can not remain away from acceptance of these decisions. We need to be integrated in all structure, where the basic decisions, including are developed Directly concerning Russia. Russia is interested in this sense in working in present frameworks of "Eight", Moreover, we are ready without rushing and harmoniously to expand our participation and in consideration of questions, which till now are discussed in a format of "Seven".
As it is represented, countries which are included in "Eight", also are interested in that Russia took part in .development of the joint decisions, their quality, so efficiency of their subsequent realization depends on it.
We are for the further strengthening of partnership in G8. The partnership can be only equal in rights. The meeting on Okinawa has passed in conditions of equal in rights partnership. All questions were discussed in frank spirit, and the decisions were accepted only on a basis consensus.
The experience of cooperation of Russia with the partners in a format of "Eight", especially within last three years, allows to make the following proved conclusion. Without any doubts the cooperation of Russia in to G8 matters not only for maintenance foreign political positions of the country, but is reflected and on its internal and economic situation. At meetings of the leaders of the countries are developed or prepare for acceptance of the decision, on which international safety substantially depends, eco¬nomic and financial architecture, the questions of global character are decided. The activity of "Eight" is ever more focused on having a look in the future, to expect processes, which develop in the world, and it is duly on them to react. For Russia it is extremely important to participate in development of these decisions.
Other alternative is to remain outside of this process, and to resist or to try to be in it that unproductively and can not us arrange.
Besides consideration of global problems the Russian interests are responded also with partnership in discussion on applied subjects. On Okinawa, for example, such plot was a question about genetic fingerprinting of the man. The scientists of Russia are engaged in this subject more than 10 years. From times of the Soviet Union significant money resources were sent on it, We are for the achievements in researching of a human genetics were still open use to the interested countries. Without any exaggeration life and health of millions are depended on the answer, because the development of genetic fingerprinting is connected with quality, quantity, cost and efficiency of medicinal preparations of new generation.

The analysis of the first available in our disposal responses on Summit testify that reaction of the international community to Okinawa as a whole positive. The criticism of the decisions of the leaders of "Eight" has concentrated basically on two moments. First, in Africa and Asia the available certain disappointment that "Eight" this time has not made a new step, expected from it, on liquidation or new essential reduction of burden of financial debts of the least advanced countries. Russia is quite understandable in view of increased break in well-being of the "rich" and "poor" states of the world. And secondly, because of complexities, with which the Israeli and Palestinians at tripartite meeting in Camp-David taking place at the same time as Summit on Okinawa, in opinion of some observers traditional, without an exit on the new decisions, there was a section in the application for regional questions concerning middle East peace process.
Summits of G8 is not a "club" of the states, but it is a place of meetings of their chiefs, the results of measures on the top-level strongly depend on personal qualities of each of their participants. In this connection special interest of a world public, mass media were interested in how would introduce in Summit's work on Okinawa finishing presidential term B. Clinton, and also, as the Russian president V. Putin debuting on meeting of the leaders industrial advanced countries.
As to V. Putin, his activity on Summit has received the highest rating of the partner, and also Japanese and world mass media. Acting with the special application in parliament of Great Britain, the prime minister T. Blare has noted, that the President of Russia had brought to work of meeting "in the outstanding contribution", and his statements were "exclusively impressing". In opinion of the president of France G. Shirak, Russian President on Okinawa "have heard and have understood". The prime minister of Canada G. Cretyen had named V. Putin "as the vigorous interlocutor aspiring to explain interests of Russia and demonstrating a deep understanding of discussed subjects".
Doubtless diplomatic success of the President of Russian Federation on Okinawa was no accident. It was predetermined by a concentration of efforts on those areas, where Russia can make the powerful contribution (questions of strategic stability, international security, struggle with terrorism),' duly preparation to Summit (meeting with the leaders of "Eight", visits in China and PDRK), skilful presentation received in a result of this preparation of materials on subjects which is taken out for discussion.
There is a lawful question, what will occur in the "Eight" after Okinawa?
Up to the end of the current year Japan will continue to preside in it. It is expected, that according to the arrangements the new group by opportunities of digital technologies will be formed, in Japan in the autumn the conference for discussion of new strategy of realization of the obligations will be going on the question of development of public health services; in October in Berlin will pass meeting with the representatives of an industry, which will engage in development of measures on realization of the Okinawa Charter about global information community; the second meeting is planned top-level on struggle with crimes about high technologies; some measures will be devoted to problems of cooperation in a question of prevention of manufacture and realization of illegal narcotic means; in November in Italy there will pass the next meeting of the Ministers G8 Labor and Social Affairs; the formation of group for development of the concrete recommendations concerning ways of perfection of activity on use of renewed sources of energy in less developed countries is supposed; Russia and Great Britain will engage in organization of the international conference, which purpose the development of the offers for consideration in UN of a problem of illegal trade in diamonds from zones of the armed conflicts in Africa will be.
It is possible to expect continuation of discussion about perfection of "Eight" functioning. Already after Okinawa, for example, the president of France G. Shirak has acted with a series of reasons ("five principles) concerning a direction and organization of work the "Group of Eight" for the forthcoming period. At first acquaintance it is possible to tell, that in these reasons there are useful and strong elements. First of all it concerns undesirability of giving to "Eight" administrative functions, and also strengthening of its interaction with UN. At the same time hardly self-elimination of "Eight" from the current political problematic will be strengthened with its international authority. It is essentially important to keep wide character of the competence G8, allowing to the leaders conducting world having held to consider both general and most urgent and individual questions to coordinate on them a general line and to give a necessary political pulse for the decision of problems on the appropriate official international forums.
Thus, there is present large has touched for resultative activity of "Eight", the presidency in which in 2001 passes to Italy already which has offered to lead the net meeting of the leaders of the industrial countries in Genoa.

G8 STATEMENT ON REGIONAL ISSUES
(Okinawa, 21 July 2000)
South Asia
The level of tension between India and Pakistan remains a cause of international concern. We call on the two countries to resume dialogue as soon as possible in the spirit of Lahore in order to realize a sustainable peace in the region.
We call on both India and Pakistan to join international efforts to strengthen the non-proliferation and disarmament regime. While welcoming those positive statements and steps that have been made, we reiterate our call for them to carry out fully the concrete measures set out in the UNSCR 1172, including signing and ratifying the CTBT.
Middle East Peace Process
In the Middle East, there is a real opportunity for the achievement of a compre¬hensive peace based on the UN Security Council Resolutions 242 and 338 and the agreements of Madrid and Oslo. We reaffirm our strong support for the efforts by the parties concerned to advance the peace process toward this end. We reiterate the importance we attach to a continuing commitment to the peaceful resolution of disputes.
In the light of the trilateral Summit Meeting on a peace between Israel and the Palestinians, we applaud the intensive efforts by President Arafat and Prime Minister Barak, with the facilitation of President Clinton, to reach agreement on all permanent status issues. We welcome their courageous decision to continue negotiations, and confirm our support for their endeavors. We confirm too our commitment to assist the implementation of a peace agreement, and invite the international community to participate in the efforts to help the parties implement such an agreement when it is reached.
We underline the importance of resuming the activities of the multilateral working groups, recognizing that progress in the multilateral tracks is related to and supports the bilateral tracks.
We condemn any violent attempts by extremists and terrorists to interfere with the Middle East peace process, and call for a cessation of support for such violence.
We welcome the recent withdrawal of the Israeli forces from Lebanon, in accordance with the UNSCR 425, as verified by the UN Secretary General and confirmed by the UN Security Council. It is the responsibility of the Government of Lebanon to ensure the return if its effective authority to maintain peace and security in southern Lebanon. Being aware that attaining these goals will also depend on the government's ability to meet the infrastructure and development needs of this region, we are committed to supporting its efforts to this end.
Balkans
The G8 remains committed to supporting peace, stability, foreign and national investment, and development in South Eastern Europe. Towards this goal, we call upon all parties concerned in the region to refrain from violence and to promote further their mutual co-operation, and we reiterate the importance of promoting harmony among ethnic groups and creating the conditions for co-existence among all communities. We welcome contributions supporting Eastern Europe made by states and interna¬tional organizations, in particular by the EU, which South plans a Summit with the western Balkan countries. We commend the co-ordination provided by the Stability Pact which is contributing to enhanced regional political and economic co-operation in South Eastern Europe. We also welcome the 2.4 billion Euro in pledged for quick-start projects in the fields of democratization, economic development and security under the Stability Pact. We will meet our financial commitments, and urge countries in the region to Intensify their efforts for reform. We give our strong support to the projects being implemented by the World Bank, European Commission, European Investment Bank, and European Bank for Reconstruction and Development within the framework of the Stability Pact.
We reaffirm our commitment to the full implementation of the UNSCR 1244 and underline our support for the efforts made by the UN, the UE, RFOR and the OSCE. Successful and carefully prepared municipal elections in Kosovo will be an important step in the establishment of a democratic and multi-ethnic society, and we urge all communities in Kosovo to refrain from violence and to help build such a society.
We look forward to a democratic Federal Republic of Yugoslavia so that it can be reintegrated in the international community and play its rightful part in contributing to the stability of the entire region. We are very concerned by the motivation for and possible consequences of the revision of the FRY Constitution. We call on the government in Belgrade to refrain from any action which could contribute to the further escalation of, violence. We also call on the opposition to contribute to the peaceful democratic; development of the FRY. We strongly oppose the recent restrictions on the free press, in the FRY. We welcome the continued consolidation of democracy in Montenegro, reiterate our support for its democratically elected authorities, and urge them to continue to practice restraint.
Africa
We are deeply concerned about the growth of armed conflict in the continent of Africa. Africa must mobilize the political will to prevent and resolve armed conflict». We stress that the rule of law, good governance and democracy are indispensable elements to achieve that goal. We reaffirm our strong commitment to help. We also reaffirm our commitment to support Africa's quest for peace and stability.
Cyprus
We recall the declaration issued at our last meeting in Cologne calling for a resumption of comprehensive negotiations under the UN auspices on a Cyprus settlement. We commend the UN Secretary General for convening proximity talks between the parties to the Cyprus dispute to prepare the ground for meaningful negotiations leading of Cyprus remains a matter of serious concern to us. We call upon the parties to take the historic opportunity that now exists to intensify the negotiations in an effort to strike the compromises needed to reach a just and lasting settlement that protects the fundamental interests of both parties in an undivided Cyprus giving full consideration to relevant Security Council resolutions. We express the hope that decisive progress will be made in the current round and in the months ahead.

G8 STATEMENT
ON KOREAN PENINSULA
We warmly welcome the Summit Meeting between the ROK and the DPKR held in Pyongyang on 13—15 June 2000 and underline the historic importance of this meeting. We fully support the positive development set in train by the meeting, and encourage the South-North dialogue to continue and advance further. We sincerely hope that such a process, including the faithful implementation of the South-North Joint Declaration, will usher in a new era in inter-Korean relations and reduce the tensions in the Korean Peninsula.
We strongly support all efforts by the ROK and the DPRK to reduce tension and establish lasting peace on the Korean Peninsula that contribute to stability in Northeast Asia. We reiterate also our strong support for the ROK' s engagement policy which is contributing to positive developments. We welcome the constructive attitude shown by the DPRK, and take note of the reconfirmation of its moratorium on missile-launch as a positive step. We call on the DPRK to continue such efforts.
In this context, we look forward to a constructive response to international concerns over security, non-proliferation, humanitarian and human rights issues.

ON THE RESULTS
OF THE MILLENNIUM SUMMIT

The Millennium Summit which took place on September 6—8 in New-York has become an unprecedented event during 55 year history of UN. Heads of States and Governments, other leaders from 189 countries who gathered together in the hall of the General Assembly showed that world is united and indivisible in its diversity, that global processes which take place nowadays between two centuries and millenniums require collective comprehension and well considered decisions taken for the better of the whole mankind.
The concluding declaration of the Summit contains provisions which are basic for interests of all members of international community. It was confirmed that in the 21-st century UN will keep on playing its role of global mechanism for collective regulation of international relations and new world order which is being formed today will be based on the principles of the UN Charter and international rules and regulations.
Heads of State-members of UN unanimously called for increase of the role of multilateral principles in international affairs. They specially accentuated indispensability of UN for finding of effective answers to actual common challenges which must be resolved so that international community could reap positive fruits of globalization.
On the Summit, during the sitting of the Security Council and on their meetings five its permanent members — Russia, USA, China, The United Kingdom and France — they ascertained the necessity of perfection of anti-crisis potentiality of UN as a guarantee of the central role of UN in peacemaking. They also stressed the importance of adoption of practical measures for increase of the efficiency of UN peacekeeping mechanisms and first of all of the quality of preparation and execution of peacekeeping operations.
Paying its weighty contribution of UN efforts for prevention and settlement of slumps and conflicts, Russia supports realistic initiatives for increase of practical results of this activity. "Brahimi group's" report contains a number of useful recommendations. It was prepared under the aegis of the General Secretary of UN and is being thoroughly studied by UN.
It is basically important that in the declaration adopted as a result of the meeting of the Heads of the Group of five they confirmed their devotion to strengthening of the main responsibility of UN Security Council for maintenance of international peace and security. In this document they also drew attention to strict adherence of exclusive powers of the Council for sanctioning of the application of force for restoration of peace. It is a clear and competent confirmation of the fact that it is only the Security Council who is entitled to sanction such a drastic measure of crisis reaction — application of force -and it is entitled to do it on behalf of international community.
The main aim is not to allow in the future any deviation from this basic principle of international practice in the sphere of security. In the civilized world order of the XXI-st century there is no place for military actions such as NATO aggression against Yugoslavia. This idea is more and distinctly realized by overwhelming majority of states which reject the doctrine of "humanitarian intervention" and "limited sovereignty".
The Millennium Summit helped international community to understand that effective international peacemaking under the aegis of UN is a key factor of maintenance of strategic stability all over the world. It is important to consolidate the priority of political and diplomatic methods of crisis reaction through joint efforts because they may minimize humanitarian damage caused by conflicts to civil population.
On Russia's initiative within UN and the Group of five permanent members of the Security Council a detailed consideration of the matter of the elaboration of new strategy for prevention of outer support of armed conflicts has been started. The solution of this matter is the most important condition of neutralization of the threat to regional stability which comes from such conflicts.
Another important condition of strategic stability's consolidation is further progres¬sive development of the process of disarmament so that the XXI-st century could become a century of real disarmament. At this were aimed the initiatives brought up by the President of Russia V.V. Putin during the Millennium Summit — on the elaboration and performance under the aegis of IAEA of international project for gradual elimination of usage of enriched uranium and pure plutonium in atomic power engineering and on conducting of Moscow international conference on prevention of space militarization under the aegis of UN in spring 2001.
Declaration and Plan of joint activity in the sphere of strategic stability adopted on the meeting of the Presidents of Russia and the USA are called to advance the process of reduction of strategic offensive armaments with retention of the Treaty on ABM Russia will introduce the project of resolution for retention and consolidation of 197 Treaty on ABM on the current 55th Session of the General Assembly and will strive for the widest support of this document.
The signature of the Statute of the International Criminal Court has become the evidence of Russia's contribution to4 strengthening of universal legal regime. This permanent judicial organ is called to exercise justice on behalf of international community against persons guilty of commitment of acts of aggression, genocide and military crimes.
There was also confirmed common understanding of international terrorism as an acute threat to security and stability in the world. Russia and here we are not alone expects UN to take practical measures for mobilization of international antiterrorist efforts. We have confirmed our intention to ratify the Convention for suppression of terrorism financing which was elaborated under the aegis of UN. We welcome the collective intention to finish the work (it is optimal to do it during current Session of the General Assembly) over the Convention for suppression of acts of nuclear terrorism and the Universal convention against terrorism as soon as it is possible.
Antiterrorist activity of international community conditioned the growing attention to settlement of the conflict in Afghanistan. The support of Russia's consistent policy aimed at suppression of illegal actions of Thalibs whose coarse ignoring of decisions of the Security Council and the General Assembly destabilize the situation in the whole Central Asian Region. During New-York ministers' meeting of "the Group 6+2" which remains an important mechanism of assistance for Afghan settlement, the parties and first of all Thalibs were provided with definite signal requiring to stop military actions and start negotiations on political settlement under the aegis of UN.
During "millennium" forums great attention was paid to the matters of perfection of UN activity in the sphere of assistance of steady social-economic development in the conditions of globalization. International efforts in this sphere are closely connected with elimination of basic reasons of regional conflicts and that is why it must stay a priority of UN as well as of other international organizations.
Additional political impulse has received the work on renewal of UN for its adaptation to modern reality. There was also confirmed the importance of rational reformation of UN and the Security Council on the basis of the widest consent on all key points. Most of the countries agreed with us that there must be no hasty and situational decisions when considering this sphere which is very important for the future of UN.
The 55th Session of the UN General Assembly — the Millennium Assembly - which is being held nowadays has showed serious intention of the state-members to realize historical decisions of the Millennium Summit. The joint declaration for the support of UN made by the Minister for foreign affairs of Russia and the State Secretary of the USA is of great mobilizing significance.
As a whole it is getting more and more obvious that new possibilities provided by the process of globalization may be used only in case of maintenance of strategic stability. This term is becoming nowadays more and more multivariable covering all main spheres of life's work of international community.
Basing on the results of the Millennium Summit one can and must form collective steps for strengthening of global stability under the aegis of UN in all directions: from further progressive development of the process of disarmament, increase of efforts for prevention and settlement of conflicts up to activation of the suppression of international , terrorism, universal protection of human rights, settlement of the most difficult problems of social and economic development.
That is the very aim of practical work of the Russian delegation on the current 55th UN General Assembly.
